National security, civil, industrial and commercial security requirements increasingly demand positive identification for a wide range of functions and activities. The September 11, 2001 attack on the United States heightened consciousness of risks to populations, critical functions, resources and infrastructure. At the same time, prevention of fraud, theft and other crimes requires positive identification to authorize, manage, track and record a wide range of transactions.
Security identity management activities include applications such as:
- Population ID – for nations, businesses, authorized user/benefit groups
- Physical security – for facilities, perimeters and borders
- Logical security – for systems, processes and transactions
- Transportation security – for authorities, workers and travelers
- Transaction management – for delivery and documentation of transfers
To date there have been a large number of initiatives to test and/or implement biometric identification to enhance security in government, industry and commerce. Many initial efforts have faltered early due to weaknesses in the biometrics applied.
The primary issues identified include:
- Failure to enroll (FTE) – inability to register and serve the entire user population
- Poor accuracy – high False Acceptance Rate (FAR), that permits unauthorized action or entry, or high False Rejection Rate (FRR), that makes it difficult for an authorized person to execute authorized functions
- Environmental limitations – inability of most systems to operate in all applicable environments, such as outdoors, extreme temperatures and/or harsh conditions of glare, shock, sound, vibration
- Unacceptable operational costs – exception handling for a significant portion of user population, difficult test and calibration processes, need to individually “attend” authentication process, preparing users and/or equipment, required regular servicing of equipment, etc.
- Unknown performance – few if any biometric solutions provide for performance measurement, analysis and reporting

Where security is concerned, a real world biometric security system must provide ease of enrollment and deactivation, it must be intuitive and comfortable to use, it must provide for high throughput and it must demand an absolute minimum level of effort for exception handling and/or system service and support. The devices must be sturdy and deliver reliability over the long term.
Finally, the security customer must not only have confidence in performance, but evidence of performance. That is, it must be possible, and practical, to automatically measure and analyze performance, to identify any problems or anomalies, understand causes and correct them.
